Project, funded by the German Federal Ministry for Economic Development and Climate Protection as part of the European Climate Initiative (EUKI), focuses on capacity building in climate protection management. In partnership with People in Need (PIN) and the Romanian Polytechnic University of Timisoara (UPT), ASD's (Gesellschaft für Nachhaltige Entwicklung, GNE) program targets community members, local businesses, NGOs, and government representatives working in sustainable land use. The training covers sustainable resource management practices, climate change mitigation strategies, and data analysis for progress monitoring.

To further support these efforts, community support centres are being established in two municipalities—one in the Czech Republic and one in Romania. These centres educate and support the development and implementation of local climate action plans. Experts at these centres assist with data analysis, scenario modelling, and identifying technologies. They also offer guidance on funding opportunities and project management skills to overcome implementation challenges. Civil society plays a vital role in these centres, fostering consensus and ownership through active participation.

The project promotes integrating climate objectives into existing local development plans, policies, and regulations. By aligning climate plans with other sectors, such as land use, wastewater, and resource management, the project supports a holistic and coordinated approach. Mechanisms for monitoring and evaluating the progress of local climate plans have been established, including defining indicators, collecting data, and assessing the effectiveness and impact of implemented measures.

In the two pilot regions, local climate councils will serve as vital knowledge repositories and drivers for promoting community support and more sustainable environmental and climate action policies and behaviours. The capacity-building programme is designed to provide comprehensive knowledge, concepts, and instruments for climate protection management at the local level. All work packages are practice-oriented, offering insights into defining and managing concrete measures to achieve climate change targets. Best practice examples from Germany, the EU, Romania, and the Czech Republic are presented by trainers and international experts from academia and practice.
